Cutting flexible PVC sheets is relatively easy due to their softness:
Scissors or Utility Knife
For thin sheets (under 3mm), heavy-duty scissors or a box cutter works well.
Rotary Cutter or Hot Knife
For precision cutting or to seal edges while cutting (especially on soft rolls).
Die-Cutting / CNC Plotter
For large-scale production or detailed shapes, especially in packaging and manufacturing.
Laser Cutting (with care)
Possible, but must be done with good ventilation due to fumes; not always recommended.
